When you wear items such as hat of the mad and focus cape (which give +1 to ML) does it affect your magic training?

Example:

I'm a Master Sorcerer,
Let's say my magic level is 30 and I'm 100% to 31

It will take 27920 mana to advance.

Now, Let's say I put on Hat of the Mad (ML +1) and I'm magic level 31

Will it still take 27920 mana to advance or will it now take 30711 (31-32)?

EDIT*** I did some testing on my own end, a server log showed "18:26 You advanced to magic level 35." Upon inspection of my mlvl in my skills tab, it said 36. So items DO NOT affect your training!

ye they do not affect the training. when those items appeared they did affect it but it was fixed soon after that. Just another exampel of cipsoft not thinking its updates threw.
